is doing, california is doing in a more global perspective. because what one sees around the world is a growing number of countries that are choosing to decriminalize the possession of all drugs, when the proposals now are merging -- new jersey did this a few years ago in a small way, colombia, argentina, ecuador, guatemala, some with right wing governments, very tough on crime, and in europe, similarly. it's not generally the standards to be putting people behind bars for a possession of any drug in small amounts for one's own personal use. and perhaps the paramount example of success in this regard is portugal. portugal 11 years ago decriminalized the possession of all drugs in personal use amounts. drug selling is illegal and you can still be arrested for that. they began doing evaluations a few years ago. you do not go to jail for possession of any drug in a small amount. and you are not drug tested. nobody gets thrown back in for dirty urines and all this sort of stuff. it's now been in place for 11 years. the research on that, and i reco

shore side power system for cruise ships in california. for the americas cup, though, as you know, they're using pier 27. we're also doing the construction of the cruise terminal at pier 27. for mitigation for taking this out of service for those two years, we needed to construct shore side power at the dry dock. the environmental benefit of shore side power for both cruise ships and at the dry dock is huge. i just put up a few numbers here. a typical cruise ship in the 8 to 9 hours they're at dock and connected saves 17 tons of fuel that they would have consumed, which -- and burning that fuel would have produced approximately 51 tons of carbon dioxide and 140 pounds of diesel particulate. diesel particulate, 140 pounds doesn't sound like a lot, but from an air quality perspective that's huge. diesel particulates are carcinogenic. that's much more important than the carbon dioxide which as you know is the global warming issue. i made a rough estimate for similar numbers for the matthew perry, which will be in dry dock for 24 days total. t

now we're looking for the core of this low to work down in toward california. so as the low moves in chance of rain in the latter part of the day. it's cold enough we could see snow in the mountain peaks especially tonight and tomorrow. carry the umbrella. you may not need it this morning. but in the afternoon things pick up. let's see if we can time things out with our futurecast model see a few clouds rolling three and a better chance of rain toward the middle of the day onward. a good band begins to make its way down along the peninsula into parts of the east bay and then more scattered showers on and off through tonight and tomorrow, as well. a chance of more showers on the way keeping things unsettled into friday. look at these highs. remember a couple of days ago we had record-breaking temperatures in the 80s in many spots? even at the coast? well, only 50s, low 60s for highs today and even cooler than that in the mountains. next couple of days unsettled, cool, possibly wet at times. then into saturday morning a leftover shower drying out by the afternoon
